Finance Systems Manager

The Opportunity

The University has an ambitious plan to bring about a total transformation and efficiency in all its operations by taking advantage of technology, and is looking to recruit a qualified, experienced, dynamic and result oriented person to lead these initiatives. The Finance Systems Manager, under the direction of the Deputy Director Finance, will lead the development team to develop systems and re-engineer processes to realize these strategic goals. A number of projects and system/process enhancements opportunities have been identified and the incumbent will drive the team to deliver the outputs expected of the team.

In addition, the incumbent will support the functional management of the financial information system(s) for USP campuses. He/she will be charged to strengthen the functional management of the University’s financial information system and this position serves as Finance/IT organization’s expert regarding the use, implementation, and maintenance of the financial systems.

The role ensures that all finance and finance related modules are working effectively and efficiently; enhancement of the financial system in response to customer needs; staff are trained in the use of the systems; solve user problems and maintain data integrity; proper security measure is in place to prevent unauthorized access and processing; testing of systems upgrades are performed; and financial reporting occurs timely and accurately.


The Person We Seek
To be considered for any of this positions, applicants must have:
- A postgraduate qualification in IT or related field with at least 5 years’ experience in a similar position with large multi-user environment Or at least a degree with over 10 years of extensive IT related experience in a large and complex environment with significant interpersonal skills requiring independent professional judgement;
- Experience in Financial Systems, SQL, Programming and Project Management;
- Should have in-depth knowledge of the Oracle Finance Systems and considerable expertise in database management, reports building and system enhancements;
- Strong understanding of complex accounting and budget frameworks;
- Experience in preparing annual plans, reports and management reports for Finance Systems Section;
- Strong time management and planning skills to cordinate and prioritise multiple projects;
- Proven ability to lead and work with others in multi-cultural and multi-disciplinary teams, collaboratively and ethically, across multiple organizational units;
- Capable of innovating and developing process improvement plans from existing practices;
- Proven experience in building and sustaining productive internal and external stakeholder relationships;
- Must possess established conceptual, analytical and strategic thinking skills including the ability to identify emerging issues, expertise to resolve complex issues and manage innovative solutions to complex problems;
- Able to maintain confidentiality and use sound judgment and discretion;
- Concern for thoroughness, accuracy and integrity.
- Highly developed interpersonal communication skills with proven experience in building and sustaining productive internal and external stakeholder relationships.
- Established conceptual, analytical and strategic thinking skills including the ability to identify emerging issues, expertise to resolve complex issues and manage innovative solutions to complex problems.
- Proven ability to lead and work with others in multi-cultural and multi-disciplinary teams, collaboratively and ethically, across multiple organizational units.
- Excellent word processing and IT skills, including knowledge of a range of software packages.
- Ability to work under pressure and meet tight deadlines, managing multiple activities while working under minimum supervision.
- Excellent project management skills.
- Excellent skills in programming, database management and business process re-engineering.
- Good organizational and time management skills.
- Excellent orientation for teamwork.

Preference will be given to applicants with:
- A Masters in a related IT field;
- Proven record of knowledge and experience in a similar position in a University context handling multi-currency transactions involving different countries driving improvements;
- Excellent project management skills and ability to work well under pressure; and
- Excellent skills in programming, database management and business process re-engineering;
- Experience working or travelling in the Pacific Islands would be an advantage.

The position is available for a term of three years and may be renewed by mutual agreement.
Salary Range: FJ $66,521 to FJ $81,491 per annum
